Tim Penny was a resident of Waseca County when he served as a member of the U. S. House of Representatives from Minnesota's 1st Congressional District, 1983–1995. He served as an adviser to Governor Jesse Ventura and then ran for the office of Governor himself as a member of the Independence Party in 2002. He was defeated by Republican Tim Pawlenty.
