By 1940, this State Street residence had become the Water & Light Company's office. Years later, the Waseca Police Department was built on this site. Donor is the great-grandson of Frederick B. and Emma Fowler. Frederick Fowler came to Waseca from Faribault in 1917 to take the position of water and light Superintendent. Harry Fowler is the brother of Frederick B. Fowler. Harry Fowler Jr. ran the Waseca business: Marigold Dairy.
