F. Sponberg (chair), Fred Gray, Elmer Neitzel, Louis H. Pagel, Art Brisbane (County Auditor), Ernest H. Schmidt (architect), S. E. Donnelly (County Engineer); they were gathered to dedicate the new building, a project by the WPA - Works Progress Administration in 1941.
This donation was made by the great-grandson of Emmons Smith, Sr. and provided this family information: Emmons Smith, Sr. was a Waseca Co. Commissioner and once owned the Waverly Hotel on S. State at 2nd Ave. S.E.; married Catherine (Kate) O'Brian; his five children - William Dennis Smith (b. Feb 16, 1883, d. May 3, 1916, m. Phoebe Lortis, 1903), Emmons H. Smith, Jr. (b. Sept 4, 1884), Edna Mae Smith (b. Nov 27, 1885, m. Harry A. Fowler, 1905), Margaret Mary Smith aka Babe, b. July 27, 1889, m. D. C. Steele, 1909), Earle James Smith (b. Oct 29, 1901, m. Gretchen Heath, 1922)
